Please take notice that, on June 17, 2019, at 7:00 p.m., or as soon thereafter as the matter can be heard, at Chino City Hall in the City Council Chambers 13220 Central Avenue, Chino, California, the Planning Commission will hold a public hearing for the consideration of the following project for which the Chino Parcel Delivery Facility Environmental Impact Report (EIR) (SCH No. 2016121057) is proposed:
PL16-0638 (General Plan Amendment), PL16‑0639 (Preserve Specific Plan Amendment), PL16‑0719 (Master Site Approval), PL16-0720 (Site Approval), PL16-0721 (Special Conditional Use Permit) – A request to amend the General Plan land use map and Preserve Specific Plan land use plan for approximately 74.4 acres of land by changing the site’s General Plan land use designation from P (Public) and Preserve Specific Plan land use designation from PF (Public Facilities) to LI (Light Industrial). The request includes a Master Site Approval and Site Approval to allow the construction of a parcel delivery facility on the site that would contain a 476,285-square foot sorting/distribution building and four additional ancillary structures including an 8,973-square foot gateway building, a 17,480-square foot maintenance building, and two 220‑square foot guardhouses. A Special Conditional Use Permit is also requested to allow the construction of a building over 50,000‑square feet in the LI land use designation as well as to allow loading doors to face Flight Avenue. The project site is located at the southwest corner of Merrill and Flight Avenues (APNs 1054-391-02 and -03).
The Chino Parcel Delivery Facility EIR (SCH No. 2016121057) has been prepared for this project pursuant to Sections 15080 through 15097 of the California Environmental Quality Act (CEQA) Guidelines. The project is within the scope of the EIR, which adequately describes the activity for the purposes of CEQA. At the hearing, the Planning Commission will consider making a recommendation for the City Council to approve the project and to certify the EIR.
